On January 23, 2026, the NHTSA published in the Federal Register (FR Vol. 91 No. 15; Docket NHTSA-2026-0034) a Notice and Request for Comment on the proposed GTR for the United Nations Working Party on Automated/Autonomous and Connected Vehicles (GRVA), under the World Forum for Vehicle Regulations (WP.29) at United Nations Economic Commission for Europe (UNECE). The NHTSA wants to iterate the U.S. position and how that could relate to future domestic actions regarding ADS safety and performance.
The draft GTR in this docket contains provisions for: general requirements for ADS-equipped vehicles including requirements for the Dynamic Driving Task (DDT); safety of interactions between the user and ADS; manufacturer requirements including the overall Safety Management System under which the ADS was developed; testing system and environment that the manufacturer used to qualify the safe operation of the ADS; requirements for the submission of a valid safety case for the ADS; and post-deployment monitoring capabilities.
Although the February 23, 2026 deadline for comments has passed, stakeholders may wish to continue monitoring the docket and submitted comments, as the outcome may influence future regulatory developments.
